The EcoDesign Tier 2 norm is not a standard in the IEC sense but a piece of EU law: Commission Regulation (EU) No 548/2014, implementing the EcoDesign Directive for small, medium and large power transformers. Its second and stricter tier of minimum efficiency requirements has applied to units placed on the EU market since 1 July 2021.
In short: if a transformer is sold into the EU today, it must meet Tier 2 loss limits. There is no premium option to opt into — it is the legal floor.
What the regulation regulates
The regulation targets the energy a transformer wastes as heat, expressed as no-load loss (in the core, present whenever the unit is energised) and load loss (in the windings, rising with current). For larger ratings it uses the Peak Efficiency Index, a single figure combining both.
Alongside the loss limits it imposes information requirements: manufacturers must declare the relevant loss and efficiency data in technical documentation and product literature, which is what makes cross-supplier comparison possible at all.
What changed on 1 July 2021
Tier 1 applied from 1 July 2015 and Tier 2 from 1 July 2021, tightening the permitted losses further. The tightening fell hardest on no-load loss, because that is the loss a distribution transformer incurs 8,760 hours a year regardless of how lightly it is loaded.
Practically, meeting Tier 2 usually means more core material, better grain-oriented or amorphous core steel and larger conductor cross-sections. Tier 2 units are therefore typically bigger, heavier and more expensive to buy — and cheaper to run for the next three to four decades.
What falls inside and outside the scope
The regulation covers power transformers with a minimum rated power of 1 kVA used in 50 Hz electricity transmission and distribution networks or for industrial applications. A number of categories are excluded, including instrument transformers, transformers for railway rolling stock, starting transformers, testing transformers, welding transformers and transformers for offshore installations.
If your application sits near one of these boundaries, check the scope article of the regulation rather than assuming. Being out of scope does not make a low-loss design a bad idea; it only means the legal floor does not apply.
How compliance is demonstrated
Compliance is the manufacturer's responsibility, evidenced through the CE marking, the EU declaration of conformity and technical documentation containing the declared loss values. Those declared values are verified in practice against the measurements in the routine test report, taken per IEC 60076-1.
For a buyer, that means two documents are worth asking for on every order: the declaration of conformity, and the routine test report showing measured P0 and Pk for the serial number you are receiving.
The practical takeaway is that Tier 2 sets the minimum, not the target. Because losses are paid for over a 30 – 40 year life, it is often worth specifying below the ceiling where loading is high or energy is expensive.
